Upcoming Sauble-Spanish River Council Meeting

The Sauble-Spanish River Township Council and Sagamok Chief & Council will be meeting on Friday, April 19ᵗʰ, 2024. The Township’s Council has indicated that there is no set agenda or discussion items that they would like to bring forward; and that the meeting is intended to be an informal meet-and-greet opening the door for future collaboration between the communities.

Part of the discussion that could arise is potential loan/use of Sagamok’s by-law officer to support the township for a cost. However, given the recent rise in dog related incidents in Sagamok, there may not be availability to provide support.

BN – Day Care Calendar | Vance McPherson, Director of Education

Vance is requesting approval for 6 Professional Development days to be scheduled on the Day Care calendar. The proposed days are: June 21ˢᵗ, 2024, July 17ᵗʰ to 19ᵗʰ, 2024, Nov. 22ⁿᵈ, 2024, and January 21ˢᵗ, 2025.

BN – First Nations With School Collective Funding Model Update | Vance McPherson, Director of Education

The First Nations With Schools Collective has a strategic planning session scheduled for April 24ᵗʰ to 26ᵗʰ in Rama. Members of Council and Education staff will be in attendance, with the topic being how to take FNWSC developed models to create stable long-term funding that will help achieve goals set out by the collective.

The Education Committee will need to hold its inaugural meeting by May 31ˢᵗ at the latest in order to provide actionable feedback on the proposed Funding Framework.

No decision is required from Council, but feedback is welcomed.

BN – Elders’ Eagle Lodge Committee & Home and Community Care Committee | Susan Deschamps, Director of Long-Term Care

The Long Term Care director is seeking to combine both Elders’ Eagle Lodge Committee and the Home & Community Care Committee until service definition, scope, and policies are clarified. The Home & Community Care Committee portfolio is expected to be placed under the Community Wellness Department, but that move has yet to be finalized.

Issued being experienced are low interest in committee membership, or experienced community members not applying for committees. We should encourage a greater diversity of applicants while keeping in mind the need for consistent committee coordination & quorum, inclusion, and diversity. A suggestion to fill these committees is to distribute the committee recruitment materials through mailing distribution at the post office. Any applications would first be reviewed by the director of the department the committee aids, and finalized by Council.

The two committees can be combined into one, and may be reposted for recruitment. In order to ensure the best quality of service from the committee, recruitment from off-reserve members should be highly encouraged.

For clarification, the roles of Councillors on committees as chair and co-chair is to report back to Council committee activities; the administrative work is to be completed by senior management and staff of the respective departments.

BN – Hydro One Transmission Line | Evan O’Leary, SDC General Manager

Whitefish has been added to the First Nations communities collaborating with the development of the line projects. Hydro One has made an offer of $100,000 per year for a Project Engagement Coordinator, which will last for at least 5 years, possibly more based on construction timelines.$615,000 will also be provided in full by Hydro One once a workplan and budget are prepared for Project and Community Engagement, Field Activities, Legal Costs, etc. As part of entering into a Capacity Funding Agreement with Hydro One, $30,000.00 would be contributed by Hydro One towards the greenhouse initiatives in the community.

Regarding future equity percentages, no equity would need to be considered until the line is ready to be electrified. Regarding aerial spraying, a project manager was brought on for a similar line near Thunder Bay who advocated for wetlands protection. A similar clause may be requested to protect natural medicines and hunting grounds.

The BCR proposed in the agreement will require further editing to meet Council’s specifications, and will be presented in the afternoon of the April 19ᵗʰ, 2024 meeting following the Sauble-Spanish River Council meet-and-greet.

BN – Commercial Land Use Application | Leroy Bennett, Research & Policy Analyst

A commercial land use application was sent in for a lot near Shoepack Bay. There are several concerns being brought forward with this land use application; namely a missing environmental assessment, waste storage site, no economic assessment, and requested boundaries extend past the usual size allotted.

Currently Council has many questions that need an answer before proceeding or approval. The current recommendation is to send the application back to the applicant to clarify outstanding questions.
